Deborah Kaplan

Deborah Kaplan is a highly respected thought leader who played a key role in the genesis of the independent living and disability rights movements. While at UC Berkeley Law School,she became the Chair of the Board of the first Center for Independent Living, and she served on the faculty of a program to train California judges about disability cultural issues. She founded a new program on technology accessibility at the World Institute on Disability, recognizing at an early time the importance of IT accessibility on the lives of people with disabilities. She later became the Executive Director of WID.

Deborah Kaplan has been involved in technology accessibility for many years and in a variety of roles. She headed the Accessibility Technology Initiative for the California State University System, and she most recently was the Section 508 Policy Lead and Agency-wide Section 508 Coordinator in the Office of the Chief Information Officer at the U.S. Department of Health and Human Services. She was also on the Executive Committee of the CIO Council Accessibility Community of Practice. She is a member of the Steering Committee of the Web Accessibility Initiative of the World Wide Web Consortium (W3C) and is on the Planning Committee for the M-Enabling Summit.

Taking accessibility seriously inside a large organization or company eventually leads you to the operation of procurement. A significant portion of what the organization purchases is information technology, and it will need to be used by clients, customers, employees and/or the general public. People with a wide variety of disabilities are found within the user base, and the procurement process needs to yield IT that they can use as readily as everyone else. Unfortunately, this is not the case in many places for many reasons. Fortunately, there are solutions.
